Detroit grabbed Wisconsin OLB DeAndre Levy with the previous pick.

Williams is considered a strong value in the third-round, but it was assumed Detroit had addressed the position via free-agency.

The Lions inked Kansas City's third-round pick, receiver William Franklin, two weeks ago. Besides their third-round draft status, the two compare favorably in size and speed.

Williams will compete for return duty in Detroit, obviously, and will serve as a slot receiver.

Chris Steuber's Scouting Report:

Williams is an explosive athlete who has tremendous ability anytime he has the ball. He’s quick off the line, reaches top speed instantly and has an outstanding burst in the open field. He has excellent body control and adjusts well to vertical throws. He’s a dynamic return specialist who has great vision and cut back ability that allows him to reach paydirt. He plays much faster than his timed speed. - Chris Steuber, Scout.com
